Purpose of This Guide
This guide supports learners enrolled in training with AHA WA RTO 4748. It applies to the following nationally recognised courses:
- SITHFAB021 – Provide Responsible Service of Alcohol (RSA)
- 52863WA – Course in Management of Licensed Premises
(also referred to as the Approved Manager Course or MLP1)
It outlines what to expect during your training, your responsibilities, how to access support, and what happens after completion. This guide meets the Standards for Registered Training Organisations (RTOs) 2015.

Welcome to AHA WA Training. Whether you’re just starting in hospitality or preparing for a management role, our courses are here to help you meet legal requirements and build confidence in licensed venues.
About AHA WA
The Australian Hotels Association (WA) is the peak industry association representing licensed hospitality venues across Western Australia. Our members include hotel groups, iconic pubs, small bars and licensed venues of all sizes.
We are the only industry body approved to deliver RSA and Approved Manager training in WA. Our training is developed in consultation with venue operators, government agencies and learners to reflect both legal obligations and real-world practice.

Course Information
SITHFAB021 – Responsible Service of Alcohol (RSA)
- Duration: 4 to 6 hours
- Delivery: Online (self-paced) or face-to-face
- Purpose: Required to legally serve alcohol in WA licensed venues.
What you will learn:
- WA liquor laws and RSA principles
- How to identify intoxication
- Refusal of service strategies
- Responsible and safe service practices
Outcome: Statement of Attainment for SITHFAB021 (from the Certificate II in Hospitality)
52863WA – Course in Management of Licensed Premises (MLP1)
Also known as the Approved Manager Course
- Duration: 7.5 to 15 hours
- Delivery: Online or face-to-face
- Purpose: Required to apply for an Approved Manager ID in WA.
What you will learn:
- Liquor Control Act 1988 and key responsibilities
- RSA supervision and staff management
- Risk and incident management
- Venue operations, compliance and record keeping
- Working with government regulators
Outcome: Statement of Attainment for 52863WA, approved by the WA liquor regulator.
Unique Student Identifier (USI)
A USI is your Unique Student Identifier. It is a 10-character code that gives you access to your nationally recognised training records.
You must provide a USI before we can issue your certificate.
Our course includes a built-in tool to help you:
- Create a new USI
- Find an existing USI
- Submit your USI during enrolment
If you are offshore or having difficulty, we can help. AHA WA is authorised to create or verify a USI on your behalf with your consent and valid ID.

Enrolment
Most learners register for their course online. After registration, you will be guided through the steps to complete your enrolment.
All learners must read and agree to our policies before training begins. This includes our privacy, fees and refunds, and complaints and appeals policies.
Before we can issue certification, you must:
- Provide your USI
- Complete a short language, literacy and numeracy check
- Submit your learner declaration
Face-to-face learners are sent a link to complete the same steps. If you’re unsure about your enrolment, contact train@ahawa.asn.au.
Recognition of Prior Learning (RPL)
- RSA: You may be eligible for RPL if you have recent and relevant experience or training.
- MLP: RPL is not available due to regulator requirements.

Assessment
Assessments reflect real hospitality scenarios and must be completed by you independently.
Assessment types may include:
- Online quizzes and short-answer questions
- Verbal or video demonstrations
- Scenario-based written tasks
RSA Assessment:
- Knowledge questions
- RSA skill demonstration
- ID and declaration
MLP1 Assessment:
- Written legislation knowledge task
- Practical venue management assignment
- Assessment tools approved by the WA liquor regulator
Assessment Outcomes:
- Competent – you have met all requirements
- Not Yet Competent – you will be supported to revise and resubmit
- Reassessment – no additional charge
- Appeals – follow the Complaints and Appeals Procedure

Complaints and Appeals

Certification
You will receive your Statement of Attainment once:
- You are marked competent
- Your USI and ID have been verified
- You have completed the learner declaration
Certificates are emailed to you. You may request a printed copy. Certificates are also available for download after successful completion.
Learner Conduct
You are expected to:
- Complete your own work
- Respect all learners and staff
- Follow course requirements
- Avoid plagiarism or AI-generated content
Misconduct may result in reassessment or suspension.
Privacy
We collect only the personal information required for your training and certification. Your data is stored securely and managed in line with privacy legislation and our Privacy Policy.
How to Apply to Become an Approved Manager
After completing the Approved Manager Course (MLP1), you will need to apply for an Approved Manager ID through the WA liquor regulator.
This is a legal requirement for managing licensed venues. The application includes an online form and an in-person visit to Australia Post for ID verification.
You will receive step-by-step instructions during your course and in your post-course follow-up email. If you have questions at any point, contact train@ahawa.asn.au.
